Street collection licence

To collect money or sell articles for the benefit of charitable or other purposes in England or Wales, you will require a Street Collection licence. 

When applying for a Street Collection licence you will be required to complete the following forms:

Consumer complaint

We would always advise that in the event of a complaint the first contact is made with the trader by you - preferably in the form a letter (with proof of delivery).

Flag Market

Any organisation wishing to host an event on the Flag Market can apply using the online form.

The number of collectors permitted on the Flag Square is limited to two and the parking of vehicles is not permitted on the square.

Guild Hall Arcade

Organisations should note that the collection of monies is not permitted in the Guild Hall Arcade.

Any organisation which received a permit from the Council for a collection in the town centre of the City of Preston and wishes also to collect in shopping centres/arcades, should contact the following bodies for permission:
