The Article 4 Direction (Houses in Multiple Occupation) has now been in force for a period of twelve years; therefore, a review has been undertaken. The aim of the review was to assess how effective the Article 4 Direction has been in the control of Class C4 HMOs, whether there is a need to introduce a stronger planning approach. This review seeks the views of local residents and stakeholders to ascertain the necessity and effectiveness of the Article 4(1) Direction, which will be taken into consideration.
