The following assets have been nominated for listing as an asset of community value.

The Ferret asset nomination

Decision: Accepted

Reason for decision: The Council received an application for the listing of 55 Fylde Road 'The Ferret' as an asset of community value. Applying the tests set out in the relevant legislation the Council agreed to the nomination of the asset. This was because it was recognised that 'The Ferret' had in the past been used as an asset to further the community's well-being and social interests; and that it had the potential to do so in the future.

The Plungington Hotel asset nomination

Decision: Accepted*

Reason for Decision: The Council received an application for the listing of the Plungington Hotel as an asset of community value.

Applying the tests set out in the relevant legislation the Council agreed to the nomination of the asset. This was because it was recognised that the Plungington Hotel is being used as an asset to further the community's well-being and social interests; and that it has the potential to do so in the future.

Star Youth and Community Centre asset nomination

  • Decision - Accepted
  • Reason for decision - The Council received an application for the listing of the Star Youth and Community Centre as an asset of community value. Applying the tests set out in the relevant legislation the Council agreed to the nomination of the asset. This was because it was recognised that the Star Youth and Community Centre had in the past been used as an asset to further the community's well-being and social interests; and that it had the potential to do so in the future.

Land asset nomination

  • Address - National Rail Land Coal Yard Land for Guild Tram, PR1 6QB

  • Date of decision - 12 April 2019
  • Decision - Rejected
  • Reason for decision - Having considered in detail the nomination together with representations made by Council officers and other parties, a decision was taken not to list the asset. It was felt that the nomination failed to meet the legislative criteria as set out in Section 88 of the Localism Act 2011 and the asset of community value (England) Regulations 2012. It was felt that the land in  question did not have a track record of being used for local, social wellbeing or community purposes. The applicant did mention a potential use in connection with a proposed tramline, but no detail was provided as to what this might be or how it might be achieved or funded. Officers were also guided by Schedule 1 of the Regulations which make it clear that operational land, as defined in section 263 of the Town and Country Planning Act 1990, cannot be listed. The land which is the subject of the applicant's nomination is such land and consequently it cannot be listed as land of community value.

The Boars Head asset nomination

  • Date nomination received - 12 December 2016
  • Date of decision - 31 January 2017
  • Decision - Accepted (de-listed 17 December 2018, as it no longer met the threshold required in the legislation)
  • Reason for decision - The Council had received an application for the listing of the Boars Head as an asset of community value. Applying the tests set out in the relevant legislation the council accepted the request for listing. This was because, based on the evidence provided, it was recognised that the Boars Head had in the past been used as an asset to further the community's well -being and social interests and that it had the potential to do so in the future.

  • Decision - Refused
  • Reason for decision - The asset nominated fails to meet the definition of an asset of community value as set out in Section 88 of the Localism Act 2001 and the Asset of Community Value (England) Regulations 2012. The Horns Inn operates successfully as a destination Restaurant and Pub business. In doing so, it provides a valuable service to its clientele, which are drawn from a wider, rather than exclusively local, area. In addition, it has been actively marketed For Sale as a going concern since late 2015, including in CAMRA's (the applicant's own publication.

Welling Hotel asset nomination

  • Date of decision - 8 September 2016
  • Decision - Refused
  • Reason for decision - The asset nominated fails to meet the definition of an asset of community value as set out in Section 88 of the Localism Act 2001 and the Asset of Community Value (England) Regulations 2012. The Wellington operates as a successful Public House, providing a range of services appropriate to clientele. However, this only provides services for a limited section of the local community and does not demonstrate the range of diversity of provision which is required to meet the legislative threshold.
