Public involvement and consultation is a very important part of preparing Preston's Local Plan. We will take your views into account.

We want to know your opinions about issues that affect the future of Preston and your feedback will help us shape the future of our City.

Joint Local Plan

The Council is working jointly with Chorley Council and South Ribble Borough Council (the Central Lancashire authorities) on Local Plan matters.

As such the Council will share any information you provide in consultation responses with the other Central Lancashire authorities for the purposes of planning policy and Local Plan matters only'.

The Central Lancashire Authorities (Preston City Council, South Ribble Borough Council and Chorley Council) have produced a draft Local Development Scheme (PDF) [263KB] which includes a programme for the review of the Central Lancashire Core Strategy and each authority's respective Local Plans.

Preferred Options Part 1 Consultation

The Preferred Options Consultation will be undertaken in two parts;

Part One

Part One is the next step in preparing a new local plan for Central Lancashire and outlines where development will be focused and how the natural environment will be protected.

The purpose of the consultation is to invite views about the emerging Central Lancashire Local Plan to ensure that it meets local needs and aspirations. Both parts of the Preferred Options Consultation will be undertaken under Regulation 18 of the Town and Country Planning (Local Planning) (England) Regulations 2012. While the Part One consultation document takes into account evidence and engagement undertaken to date, it is not the final version of the Local plan.

The full draft version of the new Local Plan will be made available during the Part Two consultation period (anticipated to be Summer 2023).

During this Part One stage we are consulting on the direction of emerging policies, development requirements for housing and employment, and potential site allocations for these uses.

Part Two

The Part Two consultation document will comprise a full suite of draft policies, both strategic and development management (non-strategic) policies, in addition to proposed allocations for all land uses. It will also set out the infrastructure that will be required to support the growth that is planned for Central Lancashire.

Effective and on-going joint working is integral to the production of a positively prepared and justified planning strategy; accordingly the three Central Lancashire local planning authorities consider a single joint local plan as being the most effective way to address the area's strategic priorities and cross boundary issues.

The Central Lancashire Local Plan (when adopted) will replace the Central Lancashire Core Strategy (2012), the Chorley Local Plan (2015), the Preston Local Plan (2015), the Preston City Centre Plan (2016), and the South Ribble Local Plan (2015).

This is an opportunity for you to submit your comments regarding the emerging Local Plan; representations are encouraged online by the deadline (Friday 24 February 2023). Following this, responses will be analysed, reported on, and used to inform the Part Two Consultation planned for Summer 2023.
