Road closure policy
If you are intending to host an event on the highway you need to seek permission from the appropriate authority. Under the Town Police Clauses Act 1847, Preston City Council can process road closures for the following events:
- Parades and Processions
- Mass gatherings that impact on the highway
- Street Parties
Event organisers need to give themselves enough time to fully plan the proposed event. A road closure has the potential to be very disruptive to local residents and highway user's, so careful consideration should be given to decide if the event could be held somewhere else other than the highway.
Closures of live roads to traffic can only be undertaken by professional traffic management operators. Confirmation of professional traffic management services will need to be provided to the Council.
Road closure on New Hall Lane
Due to feedback following a number of road closures on New Hall Lane, Preston City Council will no longer process Road Closure orders for processions that take in New Hall Lane unless it can be demonstrated that the procession is of either significant local or national importance.
Should applicants wish to hold processions taking in New Hall Lane that are not of significance they will need to apply to Lancashire County Council for permission to close the roads.
Sporting events
Road closures for sporting events need to be processed by Lancashire County Council.
