Additional Restrictions Grant is a discretionary grant and available at the point the Council first entered LCAL Tier 3 restrictions (17 October 2020).
The grant will support those businesses with or without a rateable value, which, whilst not legally forced to close, are nonetheless severely impacted by the LCAL Tier 3/4 restrictions and National Lockdowns put in place by the Government to control the spread of coronavirus. For example businesses in the supply chain for the businesses instructed to close under LCAL Tier restrictions listed:
However, from the 5 November the Additional Restrictions Grant will expand its footprint, providing support to those businesses with a rateable value where applicable. Those businesses not on the rating list, that have been forced to close and/or have been severely impacted, by the various restrictions put in place by the Government to control the spread of coronavirus.
The scheme prioritises the following:
Applications will be processed in a fair and transparent manner.
The appropriate level of grant will be determined, taking into account
We will provide the highest assistance to those eligible businesses which protect the highest number of jobs, have suffered the greatest detrimental impact and with the highest business related fixed costs.
You will be required to provide evidence of this - failure to do so will result in your application being delayed/not being considered for funding.
The Council may also provide additional support to larger local businesses which are important to the local economy, or considered of significant historic importance to the City.
Your business may be eligible if it:
Was open and trading up to the date that the restrictions that have severely impacted your business came into force (17 October 2020)
Has fixed business related costs that have not reduced due to the additional restrictions of Tier3/4 National Lockdowns, examples of fixed business-related costs are rent, business mortgage, insurance, utilities, phone contract, ongoing maintenance contracts, franchise payments, vehicle costs, professional body memberships, subscription licences (esp ICT software), loan repayments.
A business that has been severely impacted or closed as a consequence of the additional restrictions imposed by the move to Tier 3 or Tier 4 or National Closures or Lockdown restrictions. Impact due to national coronavirus restrictions alone for example social distancing does not render a business eligible.
Eligibility is not affected if businesses have accessed the Furlough Scheme, Job Support Scheme, the Kick Start scheme or is receiving any funds or support relating to re-opening or trading safely, new business services or products or new trading arrangements, including digital.
However, Business owners receiving Self Employment Income Support Scheme or Universal Credit will need to provide evidence of fixed business costs to be eligible for the grant.
Your business will not be eligible if it:
Grant awards will be proportional to the scale and size of the business.
All applications will be eligibility checked, including having to meet the financial need and/or justification for public sector support criteria.
Grants will be awarded at four levels -
For those businesses without fixed premises costs (rent payable to a landlord/commercial mortgage payments) the maximum award will be £1000. This will apply to home, site or mobile based businesses.

However, in exceptional cases, at our discretion, a higher level of grant may be awarded.
Payment will be made by BACS into the business bank account using the information provided in the application form.
We aim to process applications within 15 working days - subject to applications being complete and all necessary evidence provided.
Applicants will receive an email confirming the outcome of their application.
Dependent on demand, we reserve the right to amend the level of grants as necessary.
We also reserve the right to change the qualifying criteria at short notice if it feels it is appropriate to do so, reflecting changing circumstances and demand on funds.
